I want to create a new type of credit product that would offer a defined rate of return guaranteed by otc derivatives contract underwriting. I am looking to obtain insurance Industry oversight for such an endeavor. Can counterparty help me and my associates develop such a software development protocol?

Counterparty is a free, community and non-profit organization, so I doubt you can get such help from the Project.
Symbiont, where the founders work, may have such service (consulting), but you could contact them to find out.
There are other developers and companies that offer Counterparty related development and consulting services, but I think related to regulated and FinTech services, Symbiont is the only one.
